Forum on Development of Integration of Navigation, Communication and Remote Sensing was Successfully Held

On May 27, 2021, the “Forum on Development of Integration of Navigation, Communication and Remote Sensing”, jointly organized by TD Industry Alliance (Beijing Telecommunication Technology Development Industry Association), National University of Defense Technology, Beijing University of Posts and Telecommunications, Aerospace Information Innovation Research Institute of Chinese Academy of Sciences, Wuhan University and Geovis Technology Co.,Ltd, was held in Primus Hotel Nanchang International Expo City. The conference hall was full of audience, attracting more than 200 participating experts and scholars.

Today, the navigation, communication and remote sensing industries have achieved considerable results. In May this year, GNSS and LBS Association of China released the 2021 China Satellite Navigation and Location-based Services Industry Development White Paper. In 2020, the total output value of China's satellite navigation industry exceeded 400 billion yuan, with an average annual growth of more than 20%. It is estimated that by 2025, the total output value of China's BeiDou industry will reach 1 trillion yuan. BeiDou-related products have been exported to more than 120 countries and regions, providing services to hundreds of millions of users. 5G, as the leader of the new infrastructure, indicates the importance of 5G in the process of building a digital society. As of March this year, the total number of 5G base stations in China reached 819,000, the number of 5G users exceeded 260 million. 5 chip makers, Huawei, Samsung, MTK, Qualcomm and Ziguang Zhanrui officially released 35 5G SoC chips, and the total number of domestic 5G mobile phone shipments reached 69,846,000, accounting for 71.3% of total global mobile phone shipments. In terms of remote sensing, the number of China’s remote sensing satellites in orbit has steadily ranked second in the world, and has obtained a huge amount of Earth observation data.

The fact that coronavirus pandemic has not yet subsided has exerted far-reaching and huge impact on all countries. It is also an important opportunity for a new round of technological revolution and industrial change, though. How to further innovate and integrate “communication, navigation and remote sensing” from the perspective of service and application, and enhance the innovation space and capacity, was the focus of the Forum. The six chairmen of the Forum put forward their views on this issue respectively: Yang Hua of TD Industry Alliance indicated that “we should accelerate the construction of infrastructure and platform for the integration of 5G communication network, BeiDou positioning network and remote sensing technology, give full play to the advantages of ‘integration of communication, navigation and remote sensing’, and explore the services and applications in transportation, emergency pandemic prevention, public security, aerospace and other fields.” Sun Guangfu from National University of Defense Technology indicated that “the launch of BDS-3 global network services has brought a huge opportunity for the integration of satellite navigation, communication and remote sensing. I believe that by integrating the wisdom of all parties, in the next three to five years, we will see further implementation of deep integration of navigation and remote sensing in terms of technology, protocols and standards.” Deng Zhongliang from Beijing University of Posts and Telecommunications argued that “high-precision spatio-temporal information has become one of the core foundations for national security, economic construction and smart society development.  The deep integration of BeiDou and mobile communication networks in terms of signals, information, facilities and applications will lead to the formation of a deeply integrated navigation and communication system of “BeiDou + mobile communication networks”, which will support the construction of a more ubiquitous, integrated, intelligent and secure PNT system.” Liu Shuo from Aerospace Information Innovation Research Institute of Chinese Academy of Sciences indicated that “the ‘space-sky-ground' integrated application-led and 'communication-navigation-remote sensing' technology-driven mode has brought new development.” Jiang Weiping from Wuhan University suggested that “the mutual empowerment and deep integration of communication, navigation and remote sensing will release multiplier effect and promote high-quality development.” Shi Xinhua from   Geovis Technology Co.,Ltd indicated that “we should accelerate the construction of infrastructure and platform for the integration of 5G communication network, BeiDou positioning network and remote sensing technology, and give full play to the advantages of “integration of communication, navigation and remote sensing” to explore services and applications in transportation, emergency pandemic prevention, public security, aerospace and other fields. ”

The Forum was chaired by Yang Hua, Secretary General of TD Industry Alliance, Liu Shuo, Researcher of Aerospace Information Innovation Research Institute of Chinese Academy of Sciences, and Shi Xinhua, Senior Vice President of Geovis Technology Co.,Ltd. During the Forum, relevant research institutes, research universities and famous enterprises within the industry gathered together, including National University of Defense Technology, Beijing University of Posts and Telecommunications, Wuhan University, Xiamen University, Beijing Institute of Technology, Aerospace Information Innovation Research Institute of Chinese Academy of Sciences, China Academy of Space Technology, Advanced Institute of Information Technology of Peking University, China Transport Telecommunications & Information Center, CICT Mobile Communication Technology Co., Ltd, China Aero Geophysical Survey and Remote Sensing Center for Land and Resources, Satellite Operation Division of the 3rd Academy of China Aerospace Science & Industry Corporation, Monitoring Center of Soil and Water Conservation, ZTE Corporation, Huawei Cloud Computing Technology Co., Ltd, Beijing Baidu Netcom Science & Technology Co.,Ltd and Geovis Technology Co.,Ltd, discussed together the typical applications and trends of integrated “communication, navigation and remote sensing” technology and other issues related to global navigation augmentation and environmental monitoring system based on LEO satellite constellation, integration of 5G IoV, communication and remote sensing, 5G positioning technology and its deployment plan, high-precision remote sensing technology for deformation field monitoring based on reflected BDS signals, intelligent remote sensing service empowered by 5G + cloud computing, and joint emergency command and control empowered by “BeiDou + remote sensing”. The guests also discussed about the opportunities and bottlenecks of the integration of navigation, communication and remote sensing, and the need to adapt to the huge application market required by the digital economy in the future.

This Forum discussed the achievements and opportunities of the integration of navigation, communication and remote sensing from the perspective of service and application, and reached a consensus on the necessity of “integration of communication, navigation and remote sensing”, which means that satellite navigation solves the problem of positioning, communication solves the problem of communication coverage, and remote sensing solves the problem of Earth observation. The future digital economy and society will put forward higher requirements for services and applications, and the “integration of navigation and remote sensing” will provide new services in the fields of IoV, intelligent agriculture and production construction etc.
