On May 28, the 12th China Satellite Navigation Conference BeiDou and New Infrastructure Forum was successfully held. As a new high-end forum added to this year's annual conference, it focused on BeiDou and new infrastructure under the theme of “Spactio-temporal Data, Empowers Bright Future”. 17 experts were invited to give presentations on the development environment, supply side of BeiDou, integration of BeiDou and new infrastructure, and soft environment construction based on BeiDou and new infrastructure, to explain the development plan of new infrastructure, explore the demand for BeiDou/PNT in new infrastructure, introduce the initial practical achievements of innovative applications of BeiDou and new infrastructure, and explore the focal points of the integration and co-development of BeiDou and new infrastructure and relevant exponential growth.
In the Development Environment session, Entrusted Representative Wang Wei of China Satellite Navigation Office introduced the progress of special BeiDou application promotion and industrialization projects, experience and practices with the presentation entitled “Co-consturction of New Infrastructure and New Development of BeiDou”, and proposed the consideration of BeiDou + new infrastructure, emphasized the need to play the basic support role of BDS as spatio-temporal datum, strengthen the interconnection between BeiDou and new infrastructure, promote the integration of BDS-based high-precision and short message communication applications into new infrastructure and promote the industrialization of BeiDou. Jiang Shuo of China International Engineering Consulting Corporation proposed the principles, methods and basic framework of the Beidou competitiveness evaluation model based on the implementation of BeiDou industry competitiveness evaluation, pointing out that BeiDou is a close stakeholder, basic enabler and important driver of new infrastructure. Zhao Jinyu from Transport Planning and Research Institute of the Ministry of Transport introduced the key projects in the 14th Five-Year Plan period for new transportation infrastructure, and pointed out that the focus should be put on improving the basic service capability of BDS in transportation industry, expanding the application of BDS in comprehensive three-dimensional transportation, and continuously promoting the internationalization applications of BDS in the transportation industry. Shi Jie from China Academy of Industrial Internet focused on the integration of industrial Internet and BeiDou, introduced the construction of the national industrial Internet big data center + BDS application service system and shared with audience cases of smart chemical industrial parks, automated container terminals and maritime management.
In the “Beidou Supply Side” session, Wang Chao from BeiDou Applied Research Institute of China North Industries Group introduced the construction and service products of BDS-3-based regional short message communication civil application service platform, and explained the concept of integration of short message communication and 5G mobile communication. Zhao Yi from Research Institute of Qianxun SI Network Co., Ltd analyzed the challenges faced in the process of enabling digital economy with spatio-temporal intelligence, and introduced the integration of “spatio-temporal network + computing network + Internet” to build new infrastructure with spatio-temporal intelligence. Xiong Shuai from 20th Research Institute of China Electronics Technology Group Corporation introduced the construction of BDS SBAS spatio-temporal service platform, relevant standards and internationalization progress, and proposed the idea of integrating the industry and local existing GBAS base station network and other spatio-temporal resources to build a national BDS-augmented spatio-temporal information service platform. Zhang Yi from Spatiotemporal Daoyu Technology Co., Ltd introduced the progress of forming a satellite system to provide worldwide satellite Internet intelligent services, and the further consolidation of the underlying ecological architecture for new trends in mobility such as IoV and automated driving by focusing on LEO-based navigation augmentation to empower future mobility.
In the Beidou and New Infrastructure Integrated Application session, CTO of China Unicom Intelligent City Research Institute explained that the integration of communication and navigation is the cornerstone of the digitalization, intelligent upgrading and transformation of the industry, and introduced China Unicom's “5G+BeiDou” integrated network, integration hardware and innovative application demonstration cases. Wan Yi from China Academy of Information and Communications Technology focused on the application of Beidou + new infrastructure information and communication, introducing the applications of BeiDou in ICT infrastructure and consumer electronics products, and looking forward to the broad prospects of applications of millions of UAVs, tens of millions of intelligent connected vehicles, hundreds of millions of mobile phones and the IoTs. Lin Bohan from Beijing UniStrong Science & Technology Co., Ltd introduced application cases of integrated indoor and outdoor positioning, construction machinery control, and digital construction of civil aviation airports around the integrated application of high-precision BDS and 5G. Dong Qiang of China Railway Electrification Engineering Group Co., Ltd. proposed the construction path of BDS-based rail transit digitalization to enhance rail transit ubiquitous sensing capability, high-speed interconnection capability and intelligent integration capability by focusing on BeiDou integrated information technology to empower rail transit engineering digitalization. Li Guanqun of Beijing BDStar Navigation Co.,Ltd analyzed the requirements for new BDS-based intelligent transportation infrastructure for intelligent connected vehicles, analyzed the intelligent connectivity application scenarios, and introduced the progress of current technology products, solutions and ecological construction. Wang Xiaodong from Ningxia Institute of Industry and Information Technology introduced the construction and application of Ningxia's BDS-based spatio-temporal location-based service cloud platform by focusing on “BeiDou + new infrastructure” to enable high-quality development of industries in Western China and continuous enhancment of the “BeiDou + remote sensing + GIS one map”. He introduced the construction and application of Ningxia BeiDou space-time location service cloud platform, and continuously enhanced the comprehensive service capability of “BeiDou + remote sensing + one GIS map”. Jiang Lianjiang from BeiDou Applied Research Institute of China North Industries Group analyzed the current situation of satellite navigation and positioning base stations in China and proposed to build an enhanced data exchange center based on the existing BeiDou data centers held by national ministries and commissions or state-owned enterprises.
In the Soft Environment Support session, Yang Jingfan from BeiDou Policy and Regulation Research Center analyzed the challenges of data security and other rule of law protection, and made suggestions to specify the legal position of BeiDou in the development strategy of new infrastructure and strengthen the security operation and maintenance system guarantee by focusing on the rule of law guarantee around the integration and development of Beidou and new infrastructure. Wang Tian from Beijing Orient Institute of Measurement and Test introduced the progress of the certification system for BeiDou basic products around the certification and accreditation system for BeiDou and new infrastructure. The certification and accreditation involves several links, and the construction of the certification system should be planned in advance in order to better promote the application of BeiDou in new infrastructure.
The Outline of the 14th Five-Year Plan and 2035 Vision for the National Economic and Social Development of the People's Republic of China clearly proposes to implement “major projects such as the industrialization of BeiDou” and “coordinate the construction of traditional and new infrastructure, build a complete and systematic, efficient and practical, intelligent and green, safe and reliable modern infrastructure system”. As the major spatio-temporal infrastructure built and operated independently and developed continuously in China, BDS is an important cornerstone of national security, economic construction and social development, an important part of new infrastructure, and will also provide strategic and basic spatio-temporal data support for other new infrastructure.
