The First Law Construction Report on BeiDou Satellite Navigation Released
On 27 May 2021, the China Satellite Office released the "Law Construction Report on BeiDou Satellite Navigation System" at the 12th annual China Satellite Navigation Conference BeiDou Rule of Law Forum. Huang Jin, Vice President of the China Law Society, attended the release ceremony and delivered a speech. Ran Chengqi, Director of the China Satellite Navigation System Management Office and Spokesperson of BeiDou Satellite Navigation System, delivered a speech and released the report. Yang Jun, Deputy Director of the China Satellite Navigation System Management Office, presided over the release ceremony. Yang Junlin, Chief Legal Expert of BeiDou Satellite Navigation System, introduced the content of the report.
The report is the latest achievement of the in-depth study of Xi Jinping's thought on the rule of law in the field of satellite navigation, an important initiative to implement the basic strategy of comprehensively following the rule of law in the field of satellite navigation, and the first thematic report on the rule of law in the field of satellite navigation. The year 2021 is not only the start of the 14th Five-Year Plan but also a crucial year for the BeiDou system to start a new journey of industrial and international development. The report comprehensively reflects the progress and effectiveness of BeiDou's rule of law construction, and systematically summarizes its problems and experiences. It is of great theoretical and practical significance to strengthen the belief and gather the strength of the rule of law, promote BeiDou's law construction from a new starting point, create a new situation, and demonstrate to the international community China's confidence and determination to further promote BeiDou's rule of law construction to better serve the world and benefit humanity. The report is divided into three parts: progress and effectiveness of BeiDou’s law construction, development inspiration, and outlook.
The report points out that the BeiDou system is a major national project, and the Party and the country attach great importance to the construction of the rule of law for the BeiDou system. Based on the overall development and the requirements of good law and good governance, the construction boosts openness, compatibility, innovation-driven development, integrated promotion, cooperation and sharing and focuses on benefits and ensuring security. It strives to build a legal system that reflects the development rules of the BeiDou system and gives full play to its role of guiding, regulating, and guaranteeing the development of the system. Therefore, the coordinated development, integration, and safe development of the system are ensured and on the track of the rule of law.
The report declares that the construction of the BeiDou rule of law came into being when the country launched the major BeiDou project and was sharpened in the course of safeguarding the "three-step" development strategy. Along with the rapid development, the law construction has also achieved milestones. The system of BeiDou policies and regulations, with national macro policies as the main guide and industry and local policies and regulations as the mainstay, has been basically formed, the implementation of the rule of law has been promoted in-depth, and the atmosphere of the rule of law environment has become increasingly strong.
The report also states that the successful completion of the "three-step" development strategy is due to the centralized and unified leadership of the Party, the great advantages of the new state-building system, the fundamental guarantee of the socialist system with Chinese characteristics, and the continuous promotion of the construction of the rule of law in BeiDou.
Moreover, the report indicates that those who follow the law are strong and then the country is strong. It is guided by Xi Jinping's thought on the rule of law, based on the overall development of the BeiDou system, the law construction of BeiDou is systematically promoted, the long-term healthy development of the BeiDou system is guaranteed and on the track of rule of law. This is a new chapter of BeiDou’s rule of law construction in the new era. A first-class BeiDou is bound to be a rule of law BeiDou, and the rule of law of BeiDou will surely escort China's BeiDou to the world.
The BeiDou system has entered a brand-new stage of development. It is moving towards the ambitious goal of a more pervasive, integrated, and intelligent integrated positioning and navigation timing system. The law construction of the BeiDou should seize the opportunity, ride on the momentum, and forge ahead and make new achievements on the tide of the era of the system’s continuous development.
